OA Voters Pass Budget
* Voters went to the polls May 18 and passed the OA district's 2010-2011 budget by a margin of 714-637.
* The second proposition - to purchase 4 buses as part of the district's annual replacement plan - was defeated; 671 voted to purchase the buses, 679 voted against the replacement plan.
* John Gatto received 1,099 votes, while Gene Cvik received 1,056 as both Board of Education members retained seats.

The Owego Apalachin Central School District welcomes visitors
to the meetings of the Board of Education. Generally, board
meetings follow the same basic pattern. However, an agenda
is always available to the public prior to a meeting of the board
either online or by request.
What to expect at a Board meeting?
1. The president calls the meeting to order.
2. There is a Public Forum and Recognition of Visitors. This is the time allotted for members of the public to address the Board. During this time the Student Liaison (usually the President of the OFA Student Council) has the opportunity to address the Board and to discuss upcoming events and concerns at the high school.
3. The next item of business is the Consent Agenda. This section of the meeting allows the Board to efficiently deal with items that are either routine or have already been researched and discussed by the Board (e.g. minutes of previous meeting, appointments, leaves, etc.)
4. The President's Report follows which often contains items of concern to the functioning of the Board of Education.
5. The Superintendent's Report comes next. It often includes reports from the faculty or administration requested by the Board of Ed. (e.g. Report on Student Activities, Student Achievement, etc.)
6. This is followed by the Board Committee Reports. These are reports of active committees established by the Board.
7. The next item is an opportunity for the public to comment on district business. The Public Comments Related to District Business are limited to two minutes per person.
8. This is followed by the District Business Reports including:

• Finance Report
• School Improvement Report
• Special Needs Report
• Personnel Report
9. The Board President then calls on the Committee of the Whole, which is a time for Board Members, district administrators or staff to share timely information with the Board.
10. Sometimes the Board goes into Executive Session in order to discuss contractual, or personnel matters that cannot be discussed in open session. The NYS public meeting laws strictly control the items discussed in Executive Session.
