We are pleased to inform you that the Owego Apalachin Central School District will be offering meals at no cost to all students as part of the National School Lunch and School Breakfast Programs for the 2026-2027 school year. All children will receive meals at no charge, regardless of household income or form completion.
However, families are strongly encouraged to complete and submit the Free and Reduced-Price application, as this form is used to determine eligibility benefits for State and federal funding/programs.
Why Submitting Your Income Eligibility Form Matters:
Even though school meals are free for all students, submitting your income eligibility form is still critical for your child’s education and our schools. This form directly impacts school funding, student programs, and community resources.
When families submit this form, schools receive accurate data for funding opportunities, which affects:
- Reduced Fees for Families: Qualifies students for fee waivers on SAT/ACT exams, college applications, and extracurricular activities.
- School Funding: Determines how much state and federal aid our schools receive.
- Grants & Special Programs: Affects eligibility for after-school programs, summer learning, and technology grants.
- Student Support Services: Helps fund counselors, intervention specialists, and mental health programs.
What Happens If Families Don't Submit the Form?
- Inaccurate reporting means our schools receive less funding.
- Programs that rely on funding based on these numbers could be cut or reduced.
- The community may lose access to grants designed to support students and families.

The Owego Apalachin Central School District is once again excited to offer our SOARing Hawks After School Program for students in Grades PreK–5.
Registration will open on Monday, August 10, 2026, and remain open through Monday, August 24, 2026. This two-week registration window allows our Transportation Department time to establish bus routes before the start of school.
New for the 2026–27 school year: To provide consistency, registration will no longer remain open throughout the school year. After the initial August registration period, families will have one additional opportunity to register or make changes in September, and registration will open again after the New Year. We are unable to accommodate weekly additions or schedule changes, so families must select a consistent schedule when registering.
To register, you will need your child’s Student ID number (also known as their lunch number). If you do not know your child’s Student ID number, please contact your child’s school main office or the Bus Garage.

The SOARing Hawks After School Program will operate every school day from 2:30 PM to 4:30 PM at AES and OES. Students must attend the after-school program at the elementary school in which they are enrolled. Transportation home will be provided for students who request it. Buses will leave the schools at approximately 4:30 PM, and drop-off times will vary depending on the route and number of students riding. An adult must be present at the bus stop to receive the student.
Families may also pick up their child at any time between dismissal and 4:30 PM. All students must be picked up no later than 4:30 PM. During registration, families will be asked to estimate their typical pick-up time. This is not a firm commitment but will help us with staffing and program planning.
An additional after-school option is available through the Boys and Girls Club for students in Grades 3–8. Please note that this program requires a separate registration process.

This process helps us to accurately plan bus routes. Typically, buses are routed under the assumption that all students will ride. On many routes, this ends up not being the case, and the bus times become inconsistent for those who are riding. Collecting this information ahead of time and routing students based on actual rider counts will help to keep bus pick-up and drop-off times more accurate as well as more consistent. We are asking all parents to please complete and submit the survey below.
There is an option to select that you DO NOT need transportation, and that information is just as valuable in developing routes as those who will need transportation. **Filling out this information does NOT lock you into your decision for the entire school year. We fully understand that circumstances can and will change throughout the school year. Please make a selection based on your needs for the START of the 2026-2027 School Year.

There are no sign-ups, paperwork, or income requirements necessary—show up and enjoy!

We were thrilled to welcome U.S. Senator Chuck Schumer to our district to celebrate a massive win for our students, adult learners, and the entire Tioga County community!
Thanks to Senator Schumer’s incredible advocacy, $811,000 in federal funding was secured to help launch the brand-new Tioga Regional Career and Technical Education Center—a Broome-Tioga BOCES satellite campus in Owego.
By converting one of our current maintenance facilities into a state-of-the-art educational hub, we are bringing life-changing opportunities directly to our backyard.
What this means for our community:
Goodbye, long commutes: Currently, Tioga County students lose up to 2 hours of valuable learning time every single day traveling to the BOCES Binghamton Campus.
Serving all ages: The center will provide hands-on career and technical training to 150 high school students during the day and 50 adult community members at night.
High-demand career paths: Programs expanding into advanced manufacturing, energy storage, hospitality, agriculture, and healthcare.
"This funding is a tremendous win for our region, strengthening our ability to build a skilled local talent pipeline and support the long-term growth of Tioga County and the Southern Tier." — Dr. Corey Green, OACSD Superintendent.

To achieve Level 4 status, board members must work their way through NYSSBA's Recognition Program, accumulating at least 500 points through specialized training, law conferences, seminars, and leadership roles.

Dear School Community,
As we transition into the summer break, we are excited to take the next steps in our District Capital Project. These upgrades will greatly improve our facilities for students, staff, and community members.
Because several major projects kick off this week, there will be immediate impacts on campus traffic, parking, and facility access. Please review the breakdown of upcoming work below.
AES Updates
Cafeteria Renovation: Work is scheduled to begin on July 1, 2026.
Playground Upgrades: Delivery of the new playground equipment has been slightly delayed. It is now expected to arrive in late summer or early fall. We will share updates on installation timelines as soon as they are confirmed.
Owego Free Academy Updates (OFA & OAMS Campus)
Work on the athletic field officially started today, June 22, 2026. In the large OFA lot near the Island Field.
Pool Locker Rooms & Bathrooms: Renovation work is underway. To maintain facility availability, locker rooms will be remodeled one at a time.
Critical Traffic, Parking & Safety Adjustments (Starting June 23)
To ensure the safety of our community and construction crews, major safety fencing will be installed starting tomorrow, Tuesday, June 23. Please note the following closures:
Fencing will be installed from the island to the main building. The front of OFA is completely shut down to traffic and pedestrians.
Pool Parking Lot Closed: This lot will be entirely closed and used as a construction staging area. Community members using the pool should plan to park in the main lot at the middle school and walk around the building to the pool entrance.
Campus Traffic Routing: Because of these closures, all campus traffic must utilize the OAMS parking lot for entry, exit, and parking. This includes any use of the stadium.
Safety Reminder: Construction zones will be clearly marked and fenced off. For your safety, please do not enter any restricted areas and use extra caution when driving through the OAMS parking lot.
We appreciate your patience, flexibility, and cooperation as we work to improve our schools. We will continue to keep you updated as these projects progress throughout the summer and fall!
